    Statutes of limitations govern the time to file the charges. Your concern is with the right to a speedy trial, a completely different analysis. Three years is pretty long but it will turn on the reasons for the delays. If, for example, you simply failed to show up at court and have not been available for trial, no court in the country will dismiss for lack of a speedy trial. if the reason is because the prosecutor lost the file and simply forgot to bring it to trial, then if you file a motion to dismiss for lack of a speedy trial, it is likely to be granted.
